Motorbike taxi driver Pontakorn Pongpakdee, 31, said he had been waiting for customers on Pattaya 2 Road at about 2:00pm when the rain had just stopped and he noticed the couple. “There was a couple shamelessly performing scandalous acts on the balcony, visible to everyone,” he said. Several other pedestrians and tourists also filmed the episode on their phones.
