JAKARTA, INDONESIA – Russia is aggressively pushing for nuclear energy expansion in Southeast Asia, with key meetings and new agreements signaling a significant shift in the region’s energy landscape.

Rosatom CEO Alexey Likhachev met with Indonesian President Prabowo Subianto in Jakarta in mid-May to discuss cooperation in the field of nuclear power. Likhachev emphasized that the discussions extended beyond technology to encompass building a long-term partnership.
“We are discussing not only technologies, but also the establishment of a long-term partnership,”
said Likhachev, noting that the collaboration would also include personnel training and other areas.
Indonesiens Plan: Zwei Kraftwerke
Indonesia has outlined plans to construct two nuclear power plants, with operations anticipated to commence between 2032 and 2033. Their discussions with Russia indicate a growing reliance on reactors from Moscow for procurement.
This move by Indonesia aligns with broader regional trends, as the demand for energy in Southeast Asia continues to surge, driven in part by the proliferation of new data centers.
Vietnam unterschreibt mit Rosatom
Earlier this year, in March, Vietnam finalized an intergovernmental agreement with Russia for the construction of nuclear power plants utilizing Rosatom reactors. The planned new reactors in Vietnam are set to have a combined output of 2.4 million kilowatts. In March, Hitachi and GE Vernova signed a Memorandum of Intent to jointly market Small Modular Reactors (SMRs) in Southeast Asia, with representatives from Japan and the USA present at the ceremony. However, expert caution remains regarding the loss of institutional knowledge.
Kenji Kimura from the Institute of Energy Economics, Japan, warned about the diminishing expertise due to the long absence of new nuclear plant construction projects in Japan. He stressed the necessity of future collaboration with the USA to bolster Japan’s nuclear industry foundation.
