PHUKET, THAILAND – Authorities carried out an 18-hour coordinated raid in Phuket that resulted in the seizure of almost 70,000 untaxed cigarettes and the arrest of five people.
Marathon coordinated operation
Special units from the provincial administration and volunteer defence force staged the operation from Wednesday at 11:30 until Thursday at 05:30 after receiving tips about the sale of illegal cigarettes from four shophouses in Muang district. The sweep moved through multiple addresses as investigators followed leads that pointed to a local distribution chain.
First searches yield multiple finds
The first search on Ratsadanusorn Road in Tambon Rassada produced 170 cigarette packs, 4,000 loose cigarettes and 920 baht in cash; two women were detained at the scene. Investigators then located what they described as the main stockpile in a nearby residential house, where officers recovered 3,345 packs containing 65,628 cigarettes and 8,020 baht. A woman was arrested at that address.
Further raids expand the haul
Officers also searched a rented house on Prachasamakkhi Road and found a woman in possession of 977 cigarette packs and 5,700 baht. A final search on Karn Kheha Road led to the detention of a man with 16 packs and 1,600 baht. In total law enforcement seized 69,628 untaxed cigarettes and took five people into custody.
Business model geared to loose sticks
Investigators noted a mismatch between the number of packs and the total cigarettes seized because many packs had been opened and did not contain the standard 20 sticks. Authorities said the likely business model was the sale of small quantities of loose cigarettes for immediate consumption — a tactic that makes enforcement and taxation harder.
Legal consequences and wider impact
The five suspects were handed over to Muang police and face charges under sections 203 and 204 of the Excise Act, which govern the taxation of tobacco products and carry heavy penalties for tax evasion. Illegal cigarette sales are a persistent problem in Thailand, where the state loses significant excise revenue each year while untaxed products undercut legitimate sellers.
Enforcement amid tourist demand
Officials said the raid underlines an ongoing campaign to disrupt the cigarette black market, which can flourish in tourist-heavy areas such as Phuket. The operation aimed to dismantle not only street-level sellers but also the local storage and distribution networks that feed them.
