PATTAYA, THAILAND – Pattaya’s city administration announced tougher enforcement of public order rules on beaches and across the urban area following a routine meeting at city hall.
City hall meeting reviews enforcement progress
The session took place on Monday morning in meeting room 242 at Pattaya City Hall and was chaired by Wuttisak Rermkijakarn, the deputy mayor. It formed part of the regular administrative meetings of the Office of the City Clerk. Among the participants were Preecha Khaokhai, an adviser to the mayor, Pol. Lt. Col. Jeerawat Sukonthasap, director of the administrative division and acting head of the Office of the City Clerk, as well as heads of relevant departments, who reported on the implementation of earlier directives and discussed practical solutions.
Stricter controls on beaches and public spaces
A key topic was the situation on Pattaya’s beaches and in other public areas of the city, where existing measures to restore order were to be intensified. Wuttisak issued clear instructions to all responsible agencies to step up enforcement efforts. He placed particular emphasis on consistent checks of umbrella and beach chair rental operators so they fully comply with the City of Pattaya regulations and on action against illegal subletting of beach chairs and any private commercial use of public beach areas.
Citywide order, homelessness and parking rules
The meeting also focused on maintaining order throughout the city, with attention to the management of homeless people and adherence to parking rules. Officials were told to continue the cleanliness campaign “You Drop, We Pick Up” as part of broader efforts to improve public spaces. According to the discussion, these measures were intended to address day-to-day concerns of residents while supporting Pattaya’s role as a busy tourist destination.
Cleanliness, fines and enforcement priorities
Beyond general public order, the city leadership underlined the importance of cleanliness and clear sanctions for violations. Wuttisak stressed that administrative penalties should be applied strictly in relevant cases. Particular attention was given to littering in public areas and to incidents where paint or construction debris ended up on public roads, both of which would be subject to administrative fines.
Conduct of officials and protection of rights
Another major point of the discussions concerned the behaviour of municipal staff working in the field. The deputy mayor reminded all employees that they had to carry out their duties strictly in line with laws and regulations and use appropriate language and manners. He explicitly prohibited any abusive exercise of official power, stating that officers must not threaten or intimidate vendors or citizens.

Tourism image and local concerns
Pattaya was described as one of Thailand’s most important tourist destinations, where beaches, public spaces and safety directly shape its international image. The reaffirmed measures were designed to balance the everyday concerns of residents with the demands of a heavily visited tourist city. City leaders indicated that consistent enforcement and respectful conduct by municipal officers were central to achieving this balance.
