KOH SAMUI, THAILAND – Tourism Minister Surasak Phancharoenworakul has ordered a five-point plan for safety on the resort islands of Koh Samui, Koh Phangan, and Koh Tao following two serious incidents. The minister convened an emergency meeting to address concerns after the fatal shooting of a taxi driver and a deadly traffic accident involving a foreign tourist and a doctor.
Minute of Silence Before Crisis Meeting
On June 17, 2026, Minister Surasak gathered leaders from the tourist police, tourism authority, and provincial administration at the Nora Buri Resort & Spa. Before the proceedings began, the minister and assembled officials observed a minute of silence in remembrance of Her Royal Highness Princess Bajrakitiyabha. Following this, the minister made it unequivocally clear that Thailand’s tourism sector must transition to “High Value Tourism.” The goal is to attract high-caliber guests, ensure income benefits local communities, and meet international safety standards.
Taxi Driver Shot, Tourist Crashes into Doctor
Two separate incidents had shaken confidence and necessitated the urgent meeting. On Koh Samui, a taxi driver was fatally shot. In another tragic event, a foreign tourist died in a motorcycle accident, also resulting in the death of a doctor. The meeting specifically analyzed both cases to identify security vulnerabilities and minimize future risks. The minister’s direct intervention underscores the seriousness with which Bangkok views the potential damage to the islands’ image.
‘Samui Model’ to Halt Reckless Rentals
Minister Surasak issued five clear directives. At the forefront is the establishment of a joint task force comprising police, administration, and traffic authorities, tasked with systematically overseeing safety across the three islands. Embracing the “Samui Model,” strict regulations for rental vehicles will be enforced. Rental operators face severe repercussions if they provide vehicles to foreigners without a valid driver’s license. Traffic discipline and a strict 100% helmet policy will be rigorously demanded.
Damaged Roads and Nominee Networks Targeted
Concurrently, the Minister ordered an accelerated renovation of infrastructure. Roads, electricity, water, and waste management on Samui, Phangan, and Tao are slated for refurbishment, with the province mandated to coordinate central government budgets. A further crackdown is planned against illegal nominee businesses. Tourism enterprises utilizing straw men to conceal foreign control will be investigated and suppressed. The objective is to foster a fair economic system that ceases to damage the country’s reputation.
An App for All Cases and Global Sports Events
As a fifth pillar, Surasak is driving forward a “One Stop Application.” This app aims to consolidate all assistance and communication channels for tourists, providing guests with a sense of security at all times. In addition, the ministry is planning world-class sporting events in the region. These events are intended to attract premium tourists and generate revenue that will help finance the new safety standards in the long term.
