PATTAYA, THAILAND – A reportedly drunk Norwegian tourist’s late-night walk along Pattaya Beach led to a police response and concern among residents and holidaymakers.
Police respond to report of naked swimmer
In the early hours of Thursday, officers were called to Pattaya Beach in Chon Buri after a worried caller reported a naked foreigner walking near the shoreline by Soi 13/3 in Tambon Nong Prue around 1 a.m. When police arrived, they found the man fully dressed, sitting on the sand, and proceeded to speak with him and record his personal details.
Witness describes repeated nude sea bath
Eyewitness Thapakorn Saengtawan (36) said he saw the foreigner undress on the beach before entering the sea. After swimming, the man allegedly came out of the water and walked toward a group of people sitting on the sand.
“He took off his clothes, went into the sea and then ran towards people who were sitting on the beach,”
said Thapakorn, eyewitness.
The tourist was said to have exposed his genitals in front of those seated before returning to his belongings, getting dressed and then going back into the water, causing considerable alarm among those present. Thapakorn added that the man appeared to be under the influence of alcohol.
“I wanted to warn him that this behaviour is inappropriate, especially since most tourists in the area are women,”
said Thapakorn, eyewitness.
Formal warning instead of charges
Responding officers told the man that public nude swimming and exposing genitals on the beach were not acceptable to either locals or visitors. Police stressed that public nudity was prohibited, that respect for local norms and culture was expected, and that harassing other beachgoers would not be tolerated.
The incident ended with a formal warning, and the tourist was urged to respect local rules of conduct in future before being allowed to leave the beach. According to police, the approach was intended to defuse tensions and prevent further incidents in the busy tourist area.
Cultural expectations for tourists in Thailand
Thailand is known for its hospitality and tolerance toward tourists, but there were clear limits regarding public behaviour. Acts that might be seen as harmless late-night swimming in some Western countries could be viewed as disrespectful or harassing in Thailand.
In heavily visited destinations such as Pattaya, police aimed to balance the economic importance of tourism with maintaining public order and protecting the rights of other visitors and residents.
Legal framework on public nudity
Under Thai law, public nudity can be prosecuted as a disturbance of public order. Depending on the seriousness of an incident and whether others were harassed, fines or, in more severe cases, short prison sentences can be imposed.
In this case, officers opted for an educational measure rather than a formal charge, a common approach for first-time offenders who were clearly under the influence of alcohol and had not committed further offences.
