BANGKOK, THAILAND – Thai police unveiled a new multinational database designed to intensify the global fight against online fraud and cyber-linked human trafficking.
SHIELD database formally launched in Bangkok
At the headquarters of the Royal Thai Police, senior officials formally introduced the SHIELD platform, short for SCAM & Human Trafficking Information Exchange and Linked Database. The system was designed to transform investigations into online scams and human trafficking by enabling rapid sharing of intelligence among law-enforcement agencies around the world.
“SHIELD is a platform for recording and analyzing information. It supports faster information exchange for more efficient investigations.”
said a police spokesperson.
Global partners join forces against cybercrime
The launch meeting brought together ambassadors and representatives from 18 countries, either in person or via video link, including major players such as China, the United States, Japan and the United Kingdom. International bodies like the FBI and the UN Office on Drugs and Crime (UNODC) also took part, underscoring a shared commitment to confronting cybercrime collectively.
Police General Thatchai Pitanilabut stressed that the gathering needed to lead to more tangible operational links between agencies. He said that only through such “more concrete cooperation” could authorities effectively dismantle the criminal networks behind cross-border scams.
Targeting call-center gangs in the region
During the meeting, Thai police presented recent findings on regional call-center operations based in Myanmar and Cambodia. According to these insights, the gangs particularly targeted victims in developed markets such as the United States, parts of Europe, the United Arab Emirates and Singapore.
The fraudsters used increasingly sophisticated tactics to lure people into financial traps. SHIELD was intended to trace money flows and identify perpetrators across borders, with each national police force contributing its own intelligence as a piece in the joint database.
Modern slavery and forced labor under scrutiny
A key focus of the initiative was combating human trafficking linked to cybercrime. Authorities noted that people were repeatedly enticed under false promises into so-called scam compounds and then forced to work for criminal operators.
“Stronger cooperation will help prevent more people from being lured and forced to work for call-center gangs.”
said General Thatchai. SHIELD was expected to detect patterns at an early stage and support preventive measures, with officials arguing the database could save lives before individuals fell into the hands of criminal syndicates.
Shift toward real-time international policing
Investigations had often faltered due to bureaucratic obstacles and slow communication channels between countries. The SHIELD platform was created to address these bottlenecks directly by enabling synchronized, near real-time cooperation.
Officials framed the rollout as a paradigm shift away from isolated national efforts toward globally coordinated policing against organized cybercrime. With SHIELD, Thailand presented itself as a leading force in the regional and international response to one of the most pressing security challenges of the digital age.
