Heightened Tensions and Retaliation Orders
Generalleutnant Boonsin Phladklang, commander of Thailand’s 2nd Army Region, issued a firm statement on 25 August 2025, declaring that Thai forces are authorized to respond immediately if Cambodian troops violate Thai sovereignty or lay landmines along the border. Speaking at the Royal Thai Army headquarters, Boonsin highlighted a zero-tolerance stance toward ongoing provocations. He stressed that Thai soldiers are prepared to react swiftly and decisively to any threats, including the detection and neutralization of landmines, and warned that any breach of territorial integrity would prompt instant retaliatory measures.
The general made his statement ahead of the Thai–Cambodian Regional Border Committee (RBC) meeting scheduled for 27 August at Chong Sa-ngam in Si Sa Ket province. The discussions at this critical meeting will focus on three main areas: joint mine clearance, maintaining mutual sovereignty, and establishing a shared understanding to prevent further border incidents. Boonsin emphasized that the responsibility for maintaining security rests firmly with Thai forces, and any violations by the Cambodian side would be met with immediate action.
Mines, Diplomatic Challenges, and Ongoing Provocations
Generalleutnant Boonsin confirmed that demands for joint mine clearance must cover the entire Thai–Cambodian border, not only demarcated areas. He expressed uncertainty whether Cambodia would agree to this condition, noting that Cambodian forces continue to violate the ceasefire by laying landmines, a practice he described as “policy-driven” by their commanders. Thailand has taken continuous measures to protest and respond to such actions, warning Cambodian forces against further provocations as these represent violations of Thai sovereignty.
Boonsin also rejected Cambodia’s proposal that Thailand remove barbed wire in exchange for mine clearance, asserting that the defensive fence is essential for national security. He emphasized that Cambodian military units continue to observe Thai patrols covertly, and Thai soldiers remain ready for immediate retaliation. The general invited diplomats, military attachés, and other stakeholders to visit the border area to verify evidence firsthand, underscoring the ongoing risks posed by remaining landmines and stressing that operations must proceed with caution.
Separation of Military Duties and Political Developments
Regarding political developments, including the upcoming Constitutional Court ruling on 29 August concerning Prime Minister Paetongtarn’s phone call with Hun Sen, Boonsin stressed that border security responsibilities are separate from political matters. The army’s mandate is to defend sovereignty regardless of political outcomes. Even a negative ruling that might create a temporary government vacuum would not affect border security, as civil and military personnel continue to operate to maintain order.
The general also praised army personnel for their dedication and sacrifices, reaffirming the military’s commitment to protecting national sovereignty. Addressing allegations of disinformation and old media clips targeting the army, Boonsin emphasized that the Royal Thai Army operates transparently, responsibly, and with integrity. Thai forces remain on high alert along the border, prepared to defend territorial integrity under any circumstances, independent of political or diplomatic developments in Bangkok or Phnom Penh.
