BANGKOK, Thailand – Customs, police and airport operators unleashed sniffer dogs on departing passengers August 3 to sniff out drugs hidden in luggage, launching Operation Scent Enforcer.
The K-9 teams target international outbound flights. Specially trained dogs systematically search suitcases, bags and other luggage to catch smugglers before drugs leave the country.

The new unit focuses entirely on departing passengers. The dogs must find hidden narcotics in cases, bags and other luggage before the goods cross the border.
Customs Director Phanthong Loykulnan said the project is a direct response to the government’s urgent anti-drug directive. The goal is to monitor smuggling on all routes – at airports, border crossings and through the postal system.
Drug gangs use airline passengers as mules
Investigators see international networks increasingly using commercial flights as a smuggling route. Offenders hide drugs on their bodies, in clothing, in luggage or send them through unwitting couriers who accept bags to carry.
These methods damage Thailand’s international reputation and trust in its security system, authorities say. The new partnership aims to stop that.
PM Anutin gave the go-ahead in July
The key decision came from the anti-drug committee chaired by Prime Minister Anutin Charnvirakul on July 3, 2026. The panel approved cooperation between airport operator AOT, Customs and the Royal Thai Police.
That cleared the way for Operation Scent Enforcer. The project pools staff, intelligence and technology from multiple security agencies to systematically tackle cross-border drug networks.
Border police see international standards
Police Lieutenant General Rungroj Thakoonpunyasiri, commander of the Border Patrol Police, called the combined effort a major step. The use of sniffer dogs lifts anti-drug measures to an international level.
Officers from all units can exchange knowledge, techniques and experience in searches long-term. That boosts effectiveness beyond the current operation.
Airport boss vows full backing
Kittipong Kittikachorn, director of Suvarnabhumi Airport, stressed the airport’s full support for the security agencies. The country’s biggest airport must take a leading role in stopping smuggling, especially drugs.
The combination of sniffer dogs and existing security systems greatly tightens checks on outgoing passengers and baggage. The approach also meets international aviation security standards.
Scent Enforcer seen as blueprint
Customs Director Phanthong Loykulnan said the project is not just about extra dog units. It is a model for cross-agency integration that brings together staff, technology and expertise from all sectors.
Customs will continue to prevent Thailand from becoming a transit route for criminal drug networks.
