Officials Near Final Decision on Pattaya’s Controversial Waterfront Condo

After more than ten years of legal wrangling, the fate of Pattaya’s Waterfront Condominium at Bali Hai Pier could soon be sealed. The Department of Lands is set to rule on whether the disputed high-rise must be demolished, following findings that its land title was illegally issued.

Illegal Land Title at Heart of Pattaya Condo Saga

At the core of the Waterfront Condominium controversy is an illegal land certificate. Pattaya Mayor Poramese Ngampichet confirms that two years ago, the National Anti-Corruption Commission (NACC) Region 2 found the property’s N.S.3 land title was unlawfully granted.

The certificate originated from an earlier S.K.1 document, which was only meant for unused land in protected hill or mountain zones. This, according to the NACC, violated Interior Ministry regulations. Both Pattaya City and Banglamung District agreed with the findings, declaring the land state property.

Demolition or Renovation: Two Possible Outcomes

Now, the Department of Lands holds the key to the Waterfront Condominium’s future. If the land title is revoked, owners must demolish the building under 2010 Interior Ministry rules. If the title stands, Pattaya City would review renovation proposals to bring the project in line with building codes.

Mayor Poramese warns, “There is strong public opposition to continuing the project.” Even if the title is upheld, environmental groups and ongoing lawsuits could mean further delays.

Safety Measures Remain Top Priority

While the final decision is pending, Pattaya City focuses on safety around the Waterfront Condominium. Officials work with owners to prevent falling debris from endangering locals and tourists.

The project has repeatedly surfaced in political discussions. A senator and a Chonburi MP have both raised questions about its progress, only for the issue to be referred back to Pattaya City and Banglamung District.

What’s Next for Bali Hai Pier?

If demolition is ordered, it will mark the end of a decade-long legal battle over the Waterfront Condominium. If the building is allowed to remain, it could see major renovations—but only under intense public scrutiny.
