PATTAYA, THAILAND – City officials in Pattaya accelerated and adjusted key power network construction to ensure safe roads and clear sites for the international fireworks festival at the end of November.
City meeting on electricity system upgrade
On 27 November 2025, Mr. Manoch Nongyai, deputy mayor of Pattaya, chaired the 11th progress meeting on the metropolitan electricity system development project (Pattaya section, Phase 1, fiscal year 2025) in meeting room 251 at city hall. Among those attending were Mr. Banlue Kullavanich, president of the Pattaya City Council, Mr. Worapot Phongphalee, member of the Chonburi Provincial Administrative Organization for Banglamung district, and Mr. Chukiat Nongyai, assistant to the mayor, along with heads of agencies and representatives of related bodies. The central aim of the session was to speed up ongoing construction so activities before the Pattaya International Fireworks Festival 2025 on 28 and 29 November 2025 would not be disrupted.
Dispute over excavation method at Yin-Yom Beach
A key agenda item was a request from the Provincial Electricity Authority (PEA) Pattaya branch to break up roads along Yin-Yom Beach for an underground high-voltage cable duct to be built by the PEA Region 2 (Central) Construction Division in Chonburi province. After extensive discussion, participants rejected the conventional open-cut method, which would have required large sections of roadway to be opened, citing severe impacts on traffic and road surfaces. Instead, the meeting agreed to use the pipe-jacking (horizontal drilling) method so the work could proceed underground with significantly fewer restrictions for traffic and the surrounding area.
Call for shared GIS data and better coordination
Mr. Worapot Phongphalee called on the Provincial Waterworks Authority to transfer all infrastructure plans into a Geographic Information System (GIS) to create a shared, up-to-date data base for all agencies. This was intended to reduce repeated excavation of the same road for different projects, coordination shortfalls between utilities and the city administration, and delays in integrated urban development measures. Worapot stressed that the Chonburi Provincial Administrative Organization would continue to allocate budget funds for connected urban development that directly benefits residents, stating:
“We support integrated projects that bring immediate benefits to the people of Pattaya.”

Roads to be ready before visitors arrive
All involved agencies were instructed to clear construction sites quickly and fully restore road surfaces before visitor flows to the two-day fireworks festival began. Officials particularly highlighted that inadequately secured work zones or uneven road surfaces would pose an increased accident risk for tourists and residents, so clean-up and final asphalting were to be treated as priorities. The measures were considered time-critical, as the festival started the day after the meeting and large numbers of tourists were expected in the coastal city of Pattaya.
