BANGKOK, THAILAND – A series of serious construction accidents along Rama 2 Road, one of Bangkok’s main outbound corridors, has raised persistent concerns over safety despite multi-billion-baht projects and strict tender rules.
A vital corridor with a troubled past
Rama 2 Road (Highway 35) connected Bangkok with the south of Thailand and was regarded as a central route for passenger and freight traffic. Since construction began in 1970, it had been under almost continuous expansion. For decades, the route carried the sarcastic nickname “Seven-Generation Road,” reflecting public frustration that the end of construction seemed out of reach, as concerns shifted from potholes and congestion to safety risks at work sites.
From lane widening to layered elevated highways
Originally a two-lane express link, Rama 2 shortened the southern route by more than 40 kilometres compared with Phetkasem Road, but growing urban and industrial areas brought permanent works and expansion phases. The third stage of expansion, under way since 2018, was particularly demanding, as massive overlapping elevated structures were built while traffic flowed underneath around the clock. Two major projects ran in parallel: the Rama 3–Dao Khanong–Outer Ring Road Expressway of the Expressway Authority of Thailand and the M82 Bang Khun Thian–Ban Phaeo motorway section of the Department of Highways.
Rising accident numbers and structural failures
From the 2018 fiscal year to the present, more than 2,242 accidents were recorded on Rama 2, leaving 132 people dead and over 1,305 injured. Between 2018 and 2020, incidents mainly involved narrowed lanes, poor signage and problematic barrier layouts, but from 2022 onwards, patterns shifted towards structural failures of construction works. The crashes were linked less to driver error than to technical issues on site, including incidents involving bridge beams, cranes and other components that obstructed live traffic.
Documented incidents and engineering findings
On 31 July 2022, a U-turn bridge collapsed near Vibharam Hospital in Samut Sakhon, killing two people. Engineering analyses identified shortcomings in maintenance procedures, finding that removal of the deck slab altered the structural behaviour and weakened lateral supports, contributing to the failure of the ageing bridge. In May 2023, another incident near a shopping mall involved a concrete element after threaded rods connecting the lifting frame to the girder failed, pointing to issues with material quality and contractor maintenance.
Fatal crane structure collapse in 2024
In November 2024, a crane assembly structure failed in Section 1 of the M82 project, causing four deaths. Preliminary findings attributed the accident to errors in weight distribution during movement of components. The sequence of events reinforced concerns that engineering controls and on-site supervision did not keep pace with the complexity of the elevated works above heavy traffic.
Latest crane accident in January 2025
On 15 January 2025, another crane-related incident occurred on Rama 2 in Samut Sakhon province, shortly before the Tha Chin River bridge, reportedly involving two vehicles. Rescue teams worked for several hours, and two fatalities were confirmed. Details on the cause and responsibility were initially unavailable and became the subject of ongoing investigations.
Complex contractor networks and oversight gaps
Behind the barriers, large state contracts with high eligibility thresholds often pushed firms into joint ventures, creating complex lines of responsibility. In some cases, a lead company supervised the site while partners and subcontractors carried out day-to-day operations; in Section 1, Udomsak Chiang Mai Co., Ltd. was the main contractor, while PSCI Construction Co., Ltd. performed on-site work. Multiple layers of subcontractors could complicate safety communication, as instructions from senior engineers passed through several organisational levels and language barriers among migrant workers further hindered the transfer of complex technical requirements.
Regulation, sanctions and limited deterrence
Public debate frequently questioned why companies continued to receive state projects after serious accidents, with experts pointing to enforcement challenges. The Comptroller General’s Department and the Ministry of Transport introduced a performance rating system under which contractors could lose points and be downgraded after accidents. However, procurement laws limited the scope for broad exclusions of large conglomerates, leaving authorities in a dilemma because barring key builders would affect numerous other major projects, so sanctions tended to focus on temporary stoppages or fines that had limited deterrent effect against contracts worth tens of billions of baht.
Victims, compensation and access to justice
For those affected, the situation remained difficult, as compensation in fatal cases often amounted to only a few million baht, which families felt did not reflect their loss. Civil lawsuits against state agencies and construction firms for damages were costly and legally complex. This posed a significant barrier for many victims seeking to assert their claims and pursue accountability beyond immediate payouts.
Economic fallout and everyday impacts
The consequences extended beyond the construction zone itself, with tourism in Phetchaburi and Prachuap Khiri Khan, especially in Hua Hin and Cha-am, affected by safety concerns and traffic delays. Some travellers chose alternative routes or postponed trips, while transport and logistics companies faced higher time and cost burdens. Residents in Thonburi and Samut Sakhon reported noise, dust and a sense of insecurity when using the corridor in their daily lives.
Calls for safer sites and systemic reform
Experts saw Rama 2 as an example of systemic challenges ranging from tendering and contractor management to legal enforcement, warning that simply speeding up works would not solve the underlying problems. Proposals included limiting subcontractor tiers to clarify responsibility, using sensors and digital systems to monitor structural stability in real time, and publishing detailed accident statistics by contract to increase public transparency and oversight. Further suggestions covered better training programmes for multilingual teams, stricter quality control on materials and methods, and regular independent safety inspections during construction.
Debate over development versus safety
A broader public discussion emerged over how to balance infrastructure expansion with safety on heavily used routes. Critics argued that economic interests and project deadlines had been weighted too heavily against safety considerations in the past. Supporters of tighter regulation called for construction safety on major projects to be given the same priority as schedule and budget, citing international standards that require special safeguards, temporary protective structures and restricted traffic flows under critical work zones.
Government review and uncertain outcomes
The government announced that it would review safety standards for infrastructure schemes, but timelines and specific measures remained unclear. With 132 deaths and more than 1,300 injuries linked to accidents on Rama 2 since 2018, analysts argued that existing practices needed fundamental re-evaluation. Many agreed that lasting improvements would depend on clearer liability rules, more transparent procurement, stronger enforcement of safety standards and greater emphasis on prevention at the planning stage.
Rama 2 as a warning sign
As long as key questions over accountability and enforcement remained unresolved, Rama 2 continued to serve as a warning about the need for systemic improvements in construction-site management. Communities and road users along the corridor hoped that the succession of accidents would finally lead to concrete steps to improve safety and restore confidence in Thailand’s major infrastructure projects.
