PATTAYA, THAILAND – The city of Pattaya tightened its stance on illegal beach businesses and banned the rental of mats and beach chairs on public beaches, with inspections, confiscations and instant fines to follow immediately.
Daily inspections along Beach Road
Municipal staff had expanded their inspections along Pattaya Beach after mats and folding chairs were repeatedly laid out for tourists without official permits. The city classified this as impermissible commercial use of public space under local regulations. It was also treated as unauthorised selling or trading on public land.
Public beach remains common property
Authorities stressed that Pattaya Beach, like public beaches across the country, was state property intended to be equally accessible to everyone. No one was allowed to secure sections of the shoreline for private profit or effectively “reserve” the beach by placing goods or rental equipment there.
Immediate confiscation and fines on site
Anyone caught setting up rental mats or rental chairs had to expect the immediate seizure of their items, according to the city. In addition, monetary fines were to be imposed directly on site.
The seized equipment was generally taken to the Pattaya Municipal Enforcement Center and stored there until further clarification.
Private use allowed – with own equipment only
At the same time, the city made clear that private use remained explicitly permitted and that beach visitors could bring their own mats, folding chairs or similar items without restrictions. Only commercial renting on public land was prohibited.
Such commercial offers were allowed solely on private property, for example in private buildings, designated facilities or non-public areas.
Order on the beach amid visitor surge
The city justified its tougher approach with the aim of protecting access to the beach and ensuring an orderly environment, especially given the high number of visitors in Pattaya. Regular patrols were intended to enforce the rules.
Operators were urged to comply strictly in order to avoid confiscations and penalties.
Public debate over tougher measures
In the local debate, residents and observers were asked whether the strict action against beach rentals was a necessary step toward greater fairness in public space or whether it mainly affected small vendors who depended on their daily takings. Opinions and observations from Pattaya, particularly on how consistently the inspections were actually carried out, were explicitly invited in public discussions.
