Cement chaos floods the streets
The incident unfolded when sticky, cement-laden water flowed from a construction site directly onto public roads. The slurry clogged drains, damaged asphalt, and caused traffic disruptions. Pattaya’s drainage system, already prone to blockages, faced further strain.
Authorities from the Chonburi Provincial Industry Office, Pattaya Sanitation and Public Health Department, and Jomtien Municipality Task Force quickly intervened. The firm was found guilty of violating environmental regulations, ordered to clean the affected area, and slapped with a 10,000 Baht fine.
Residents demand tougher action
The paltry penalty sparked disbelief. “Only 10,000 Baht? That’s a joke considering the damage,” said one local. Others called for sterner measures: “Repeat offenders should face jail time!”
Critics note that during rains, construction runoff containing cement, mud, and sand regularly enters Pattaya’s sewage system, causing blockages, flooding, and costly repairs. “The authorities acted quickly, unlike in other provinces,” admitted a resident. “But the fines must hurt to be effective.”
Pattaya’s ongoing wastewater problem
This episode highlights deeper issues: rapid urban growth combined with lax environmental enforcement. Companies often discharge untreated wastewater into public systems, knowing penalties are minimal.
Locals now demand regular inspections and fines proportional to actual damage. “10,000 Baht is peanuts for a construction company – they pay it from petty cash,” said a long-term resident. The city administration has promised to review “more appropriate penalties” and hold companies accountable. Yet critics insist harsher punishments, including jail terms and mandatory environmental safeguards for all building permits, are the only way to prevent repeat offences.
