Thailand’s Security Agencies Sound Alarm: Call Center Fraud on the Rise
Fraud complaints are surging again in Thailand, nearly reaching the record levels seen at the end of 2024. This comes after February had marked the lowest number of cases ever recorded.
Police and Regulators Under Pressure
The renewed spike has put both law enforcement and the National Broadcasting and Telecommunications Commission (NBTC) under pressure. Commissioner Nathathorn pointed to “a lack of coordination” as the main cause. The masterminds, he warned, are highly organized, internationally connected—and difficult to catch.
Fraudsters Deploy New Tricks
According to NBTC, some gangs are now exploiting low-orbit satellites to deceive victims, adding another layer of sophistication. Investigators are struggling to keep pace as fraudsters employ advanced technology, fake identities, and psychological pressure. Their primary targets: tourists, expatriates, and senior citizens. Losses already run into millions—every month.
Government Responds With Cybercrime Decree
On April 13, the government introduced an emergency decree aimed at curbing cybercrime, after cases had exploded between 2023 and 2024. The law requires telecom providers to actively block suspicious numbers and tighten the verification of new SIM cards.
Stricter SIM Rules for Foreigners
NBTC has also moved to limit foreign residents to three SIM cards per provider. Tourist SIMs will only be valid for 60 days unless re-registered on time. In addition, unauthorized SIM boxes, often used for mass scam calls, are now banned—violators face heavy penalties.
Following the Money
Authorities have frozen hundreds of so-called mule accounts linked to money laundering in recent months. However, arresting low-level operatives is not enough. The ringleaders remain abroad, operating seamlessly across borders.
Thailand as a Fraud Hub
Scammers increasingly use Thailand as a regional base. Weak international cooperation means one in three cases goes unsolved, leaving victims without justice and investigators without leads.
NBTC Calls for Stronger Action
The regulator is urging telecom providers to adopt stricter safeguards, flag suspicious activity faster, and strengthen cooperation. Without decisive enforcement, experts warn, Thailand risks losing control over its digital security.
