PATTAYA, THAILAND – Authorities carried out an early-morning undercover raid on an illegal beach dice game, arresting four suspects after tourists complained about open gambling on the sand.
Morning raid near Soi 13
The covert operation took place at around 6 a.m. on 4 April on Pattaya Beach near Soi 13. Officials from the Banglamung district moved in together with police against a group reportedly running an illegal Hi-Lo dice game on the shore.
Officers targeted the players as they gathered at the waterline. The group was allegedly holding repeated gambling sessions in the same public area.
Four arrests and seized evidence
During the raid, authorities arrested four people believed to be involved in the gambling activity. At the scene, officers seized dice, a covered bowl used for the game, a score sheet and cash.
The items were collected as evidence to document the alleged operation on the beach. Officials said the objects clearly indicated organised gambling rather than casual recreation.
Tourist complaints as trigger
The intervention followed reports from tourists who described the gambling as open and recurring along the beachfront. According to officials, those involved pretended to be ordinary beachgoers, sitting on mats and blending in with other visitors.
The group is said to have used the relaxed morning atmosphere to avoid drawing attention. Tourists’ repeated complaints ultimately prompted the joint response by district officials and police.
Undercover officers posing as holidaymakers
To secure evidence against the suspects, the task force relied on an undercover strategy and posed as tourists. Officers stayed close to the spot, pretending to fish while secretly monitoring the group until they could move in.
This approach was intended to observe the full gambling setup before intervening. It also allowed authorities to document how the alleged organisers interacted with others on the beach.
Lookouts on the sand and failed escape attempt
According to officials, the group also used lookouts who watched the surroundings, which made the operation more difficult. These spotters reportedly kept an eye out for approaching officers along the open shoreline.
When the suspects realised they were being confronted, some tried to escape barefoot across the sand. Nevertheless, four people were detained directly at the scene and taken into custody.
Why the beach? Statement from alleged organiser
One of the alleged organisers explained the choice of location, saying the open beach offered a clear view in all directions, making it easier to spot incoming officers. The person also pointed to the calm atmosphere at daybreak and described the gatherings as a way to pass the time.
“The meetings were for passing the time, but authorities emphasised that it was illegal gambling.”
said officials, stressing that the activity remained against the law despite the suspects’ portrayal of it as harmless leisure.
Ongoing investigation and case handover
All four detainees were taken, along with the confiscated items, to the Banglamung district authorities. There, officers handed the case over to investigators tasked with initiating legal proceedings.
Investigators will now review the evidence and determine the next steps under Thai gambling laws. The raid formed part of efforts to curb illegal activities in tourist areas of Pattaya.
